The Grand Deception – GIFTING


PREAMBLE


The acquisition of lands in Heatherdale and Brudenell by Bliss & Wisdom Inc. using individuals who later ‘gift’ the land to B & W, or to one of it’s subsidiary corporations such as GEBIS and GWBI, has been THE indispensable means by which this multi-billion global corporation has acquired acreage in PEI far exceeding what our land law would allow them to own, by many thousands of acres.

This has been the case from the very beginning of the entire Buddhist endeavour in PEI, from the time they first arrived here as a small cluster of  powerful individuals at the highest ranks of a major global corporation nearly 20 years ago.

Key monks, called Marco Monks who arrived  the same time as  Master Zen Ru from Bliss and Wisdom Taiwan  began by purchasing a Motel in Montague and soon after started purchasing farmland in strategic areas, being Little Sands, Primrose and Heatherdale.
A group of GWBI nuns  from Fuzhi Nanhai Monastery  in Taiwan set up their first location in a home in Murray River,
close to Montague. They then purchased a Motel Farm in Uigg as an interim location while a permanent location was made ready in terms of obtaining lands.
In these early years the Buddhists were welcomed by the community. They purchased and shopped  locally, visited and appeared in community events, and were generally viewed by Islanders as compassionate, concerned about community welfare, and a good fit into small town PEI.
In 2011 Master Zen Ru, who has never spoken to any of us, granted media interviews, or even shown herself publicly, purchased 507.21 acres of prime Island farmland.
There are many thousands acres of land that have been purchased by individual nuns, monks, and directors of B & W which are directly connected and controlled by Master Zen Ru, by Bliss and Wisdom.
Currently, individual monks with the Great Enlightenment Buddhist Institute (GEBIS) in PEI own at least 3,553.29 acres of land.

These pioneering B & W executives close to Master Zhen Ru (referred to as “Marco Monks”) were fast forging a new frontier for Fuzhi/B & W; incorporating a vast array of organizations; and purchasing lots and lots of lots…all to prepare for the relocation of its global headquarters in PEI.

A secret plan submitted to the PEI government in 2016 that Islanders have never seen spoke of a “1,000 year temple”  [Pam Williams, then Premier Dennis King’s Chief of Staff, commandeered that agreement, and now sits at the top of organization conducting the investigation into this issue of land acquisition by B & W].

That’s not from the internet. That’s also a slide from that 2016 presentation to government!

Those savvy, well-seasoned execs clearly learned very early on after getting situated in their new frontier land that it is perfectly legal in Canada/PEI to “gift” land to family members if no one knows they’re actually part of the same family…and in this part of the world, unlike socially-engaged Buddhism in the far-East, “if it ain’t blood relative, it ain’t family!”

Gifting land in a multi-step process – starting with members who have also acquired citizenship, especially those who can bypass IRAC and Executive Council oversight completely, once receiving Canadian Citizenship – while staying completely within the strict boundaries of both federal charitable incorporation and tax laws, as well as within the PEI Lands Protection Act, was THE way around the law, so they began very early to amass land they could say they didn’t own by having it purchased by individuals.

In that first 3-year investigation, although IRAC officials were made fully aware of how individuals were being used to acquire land, it was nonetheless decided (on Island lawyer advice, from many firms representing the organizations under investigation, including Cox & Palmer) to NOT include any consideration of those lands in individual monk, nun, or family member names.

Take a minute to review this entire attachment from Revenue Canada to better understand the highlighted parts regarding ‘gifting’:Not only have Bliss & Wisdom Inc. never informed Revenue Canada about their constant, strategic use of gifting land operational with B & W members, organized in a sophisticated land-grabbing strategy, when Rev Can asks on the annual returns about “conflicts of interest” between directors listed on the charitable returns. they claim that there are none, notwithstanding the fact that with many such subsidiaries incorporated as Charitable Organizations of B & W you see the same few “pioneering directors” on those incorporation documents (and land deeds) making decisions about buying and transferring land on their boards.

Bliss and Wisdom Inc. made it’s intention known about the amount of land it had it’s eyes set on in a secret presentation to government, so let’s start there to establish “intent”.


2018 PRESENTATION TO GOV’T 

“THE PLAN FOR A 2,000 BUFFER ZONE”

One week after the 2015-18 investigation formally ended in February, 2018, top officials from both GEBIS and GWBI went to the very same government officials and delivered a JOINT PowerPoint presentation.

They wanted about 3250 additional acres around the monasteries for “buffer zones”

The province subsequently refused to approve applications to Executive Council in those areas, at which time they  started being purchased by individual monks and nuns showing how they were attempting to acquire those “buffer zones” through individuals the province said they couldn’t have.

This fraud was exposed by the Standing Committee in 2020, but nothing was said or done about it at the time or since!

We’re talking a huge acreage.

When the government said, “no!” they had a family meeting and came up with a new strategy – ‘gifting’!


  1. THEY’RE ALL “FAMILY”: THAT’S WHY ‘GIFTING’ IS THE ESSENTIAL FOUNDATION OF B & W’S FINANCIAL & DEVELOPMENT STRATEGY


PEI land parcels down East that are first owned by individuals always benefit B & W corporation. That’s because all of the individuals who purchase these lands fall into one of three layers of the family structure that constitutes what Bliss & Wisdom is:

(1) Family members of Bliss and Wisdom;

(2) Monks and nuns who are students of Bliss & Wisdom’s now 5 campuses on PEI (Three of which are students from China), or;

(3) Directors of the same corporations be longing to Bliss and Wisdom’s untold number of subsidiaries and branch corps in foreign lands that are extensions of the parent in Taiwan.

It’s obvious that the acquisition of as much land as you can possibly acquire by individuals who can be trusted like the family they are – but not be identified as such in law – well, that offers a nearly perfect land-grabbing strategy.

One that falls within the law technically, but is wholly fraudulent and immoral…evil even, when employed on the pretense of spiritual goals and moral virtue, supported by perpetual lying.

It’s entirely based on deception, which must be repeated in some form daily when challenged, which it has been.

This core group of powerful Bliss & Wisdom executives who came to PEI, incorporated a slew of organizations that are extensions of organizations in Taiwan, then bought land lots for Bliss & Wisdom, would often “gift” parcels of land to Bliss and Wisdom.

Other times, they’d gift parcels to other individuals to hold, or perhaps hold the lots themselves, with an eye to transfer at some point down-the-road when it was deemed necessary, and of course, “safe,” given the giant ‘fake story’ about what they’re really up to they’ve perpetuated and established, all to support a long-term development plan for continued growth and expansion in PEI.

This is no theory, now that nearly 2 decades have passed.

Evidence that this has happened, and is continuing to happen, and that this was a well-planned strategy implemented strategically and comprehensively from the get-go, despite the continuous false-front that all the organizations and groups from Taiwan and China under Master Zhen Ru operate completely autonomously and independent from one another is well-established in fact.

We know it was all lies now. The evidence that emerges from hundreds of these land transactions (sometimes up to 1/2 dozen transfers with one parcel, ending in “gifting” to GEBIS or GWBI) is written and codified in official land transaction PUBLIC documents.

I don’t want to spread my information net too wide here, but I’m trying to provide a “bigger” contextual understanding within which to understand this particular situation regarding the building permit being considered by Three Rivers on Monday, February 23rd as it connects to gifting, and then ‘land lot consolidation”. 

That context is that it is THE SAME HANDFUL OF BLISS & WISDOM DIRECTORS  who purchased these lands, AND then later gifted them either to another student monk or nun, another director, or a family member of a monk or nun,  with the final transaction in many instances being “gifted” to a B & W organization.

Such is the case with two of the four lots comprising the land in this building permit application – two of those senior, pioneering executives first bought then, then ‘gifted’ them to GEBIS.

That’s fraud: B & W executives who are directors of a corporation buying land as individuals then giving it t0 that same corporation.

There’s a dozen or so really prominent B & W executives for which many such examples of this same purchasing as individuals, then gifting multiple times exist. 

But for the purpose of this article, pertaining to those 2 ‘gifted’ lots with all the acreage consolidated into the land lot being considered by Three Rivers, I’ll limit my focus to them in what follows.

You should know that these same two senior B & W executives did the very same thing in other locations, including the monastery in Little Sands.


Socially-engaged Buddhism – It’s all about: (1) family business supporting (2) their children who become monks or nuns


This is not the place to expound on this central and unique dimension of Bliss & Wisdom, which is the key to understanding the close bonds between three constituent prongs of the organization: The Religious; Laity; and Management/Directors.

It is this close-knit operational connection between these three categories of members with different but essential ‘roles’ in their very model of existence that truly sets B & W apart from other branches and expressions of Buddhism. 

It’s important insight, because it establishes the origins, purpose, mission and structure of Bliss & Wisdom/Fuchi as a multi-billion international corporation on the one hand, and the largest Religious group of Buddhists in the world on the other hand, revealing the engine of intention driving the plan to make PEI it’s international headquarters for the world.

I’ve already written quite extensively about this in an article in my first Monkileaks series in 2018, but felt it was important to include in a more recent article in my “Monkileaks: The Sequel,” series as a lengthy “Section 2″in an article titled: “Bliss & Wisdom: The Origins”.

“Gifting” is mentioned in their own accounting of how they get their land, so to describe it as a strategy/method is fair game!

“Gifting” is an integral part of the funding model of Bliss & Wisdom expansion, and there are already countless occurrences that can now be documented.

I have previously published a series of “land fraud case studies” on FB that you can search for and take a look at if you’re interested that detail other instances of how individuals are used to purchase, hold, and transfer as “gifts” land for B & W…. in one case the individual kept it in her name for 9 years before ‘gifting’.

They are truly “one family” – but they’ve long since learned that our land law won’t identify them as that with any precision, so they claim total autonomy and separation from one another and land-grab with abandon.


2.  The Consolidation of Four Lots for the Three Rivers Permit Application


The following image is a capture of a section of the application for the building permit that gives some of the particulars, including the PID numbers:

Islanders are being told this building is to be primarily a visitor centre, although the application does also include mention that it is going to serve as  “gate guarding for the campus”

But look what they say on their website about this building, knowing their own members and supporters are the people reading:

In case you may not be able to read the text in the inserted image, The title at the top reads: “KING KONG GUARD ROOM,” and below the picture of the building it says:

“The guard room is like a dharma-protector. Standing in the middle of the North and South Campus. To maintain safety INSIDE AND OUTSIDE THE HOSPITAL”

Say what? They’re going to have their own hospital too?


Attached to the Three Rivers’ Agenda is an analysis and recommendation document from Lee Kenebel, the planning and development officer for Three Rivers:The nub of the brief executive summary found on the first page is the following:

“The proposed development of the site with the construction of the visitor centre, aligns with the Town of Three Rivers Official Plan and Development Bylaw. The development of this accessory building meets key development plan requirements and zoning considerations. The unique design reflects the architectural vernacular of the campus and the broader objectives of the development plan concerning design. Overall, the proposal demonstrates compliance with official plan and bylaw policies and approval is recommended.”

Kenebel was clearly aware of the consolidation of these four lots into one in January, 2026, but he simply mentions the fact, falsely pre-dating that event by a full year…that’s a serious mistake.

He then moves on to discuss the particulars of the proposal, and how it is worthy of support by council.

I’m puzzled why his subject line lists 2 PIDs not owned by GEBIS originally but transferred a ‘gifts’, and not the consolidated PIDs that GEBIS effected recently. It seems like a pretty serious aberration to me:

“This site, known as the Great Enlightenment Buddhist Institute, is one of two
institutional monasteries located in Three Rivers and is zoned for Institutional uses. The parcels noted within submissions were previously consolidated in 2025.”

Again, this is factually incorrect. It was January 2026, according to the Deeds Registry, a transaction effected by Cox & Palmer in Montague just a few weeks ago.

Despite likely not wanting to draw attention to this business of gifting and the consolidation of lots to hide that history, GEBIS really had no choice in the matter; that is, if they wanted to apply for a building permit…i.e., they would need to own the land as a consolidated lot.  

Did Kenebel do any due diligence on that “previous consolidation”?

If not, he should be fired.

If he did, he should be fired, and possibly charged with something related to “aiding and abetting fraud”.

So, let’s get busy with some due diligence in advance of a decision by Three Rivers Council to see if  their deliberations and decision can be based on the truth and not a fabricated endorsement of a massive fraud operational for nearly 2 decades in PEI that is literally threatening the future sustainability and capacity for self-determination of our beloved Island.


4.  THERE’S ‘LOTS’ TO CONSIDER

“A BRIEF HISTORY OF THE FOUR PIDs”


Proposed 1200 sq. visitor centre at 2661 Heatherdale Rd. Consolidated PID’s 483404, 253666, 759001, and 729939

That’s at the top of Kenebel’s recommendation letter.  

Here’s what they look like from google earth, with superimposed PID numbers, so you can get a visual of their proximity to the monastery, access road, etc.:

Note: The entrance to the GEBIS Heatherdale Monastery is on Monk Alexander Chang’s property PID 253765, and is NOT GEBIS OWNED.

GEBIS is applying to build its guard house on an access road that is also NOT owned by GEBIS, but rather, a student monk!

Not to get too side-tracked, but it’s worth noting that GEBIS built their first two dormitories on a PID they did not own. The first major building was approved for construction in July, 2015 and was completed in September 2017. It houses 128 resident monks.

Construction started on the first two dorms immediately upon approval in July, 2015, but Venerable Ta Cho (Richard) Cho transferred the ownership to GEBIS for $0.00 on December 8. 2016.

That’s what you call having a beneficiary relationship with someone, i.e., when you can build on their land knowing it’s really yours! 

Cho is an important and powerful guy for B & W in PEI, and was the owner of one of the parcels consolidated for this building permit application to Three Rivers as you see below.

Just so there’s no gaps in understanding what’s going before Council, let’s take a quick look at all four lots, even though only two are of real importance.


(1)  PID 483404

On July, 16 2012 GEBIS Monk Venerable Ta Cho (Richard) Cho purchased a 56.8 acre farmland for $70,000.00
On December 8, 2016 Venerable Ta Cho (Richard) Cho gifted – gifted the property to GEBIS for $ 0.00
This was approved by the Executive Council November 14, 2016 with identification EC2016-772
2.. PID  253666
This lot was purchased on July 12, 2011 by Venerable Lai Yen Wei, ( aka, “Ru Fa”).
Wei then transferred the property to Venerable  Ta Chun (Richard)  Cho on July 18, 2012 for  $0.00
On December 8. 2016 Venerable Ta Cho (Richard) Cho then transferred ownership of this same lot to GEBIS for $0.00
3.  PID  759001
This was purchased directly by GEBIS through normal channels, it was under-2 acres.
4.  PID 729939

This is that small lot near the top of the google-earth image with the red-line border. It was purchased by GEBIS through normal channels. Another less-than-2 acre lot.


5.  BLISS & WISDOM DIRECTORS BUYING LAND AND ‘GIFTING’ IT TO BLISS & WISDOM


The four lots consolidated a few weeks ago had two small residential lots purchased by GEBIS following proper channels, i.e., IRAC, and then Executive Council approval.

The two other lots, with all the farmland acreage, were, however, ‘gifted’ to GEBIS from individuals, as explained above.

Who are these two individuals?

Two of those pioneering executives transplanted here from the other side of the world, that’s who!

Lai Yen Wei is/was the…

  • Master Zhen Ru’s personal attendant;
  • Director  of Taipei City Bliss and Wisdom Buddhist Foundation (Taiwan);
  • Auditor of  Bliss and Wisdom School Foundation  (Taiwan);
  • Chairman of  Yunlin County Bliss and Wisdom Private Elementary School Foundation (Taiwan);
  • Chairman of  Yunlin County Bliss and Wisdom Private High School Foundation  (Taiwan);
  • Chairman of  Yunlin County Bliss and Wisdom Private Middle School Foundation (Taiwan);
  • Chairman of  Bliss and Wisdom Social Benefits and Charity Foundation  (Taiwan);
  • Lives at 2663 Heatherdale ( Mr. Lu’s complex and Master Zhen Ru’s residence for six months of the year in PEI).

Venerable Ta Cho is/was a director of GEBIS California.  In an IRS document he declared himself to be a resident of the USA living in the State of California.
Did members of Executive Council know that the previous sale was done between two monks, both members of GEBIS, one a director of Bliss and Wisdom Taiwan, the other a Vice-President  of GEBIS CA. and a USA citizen, yet submitting his address to our elected officials as Heatherdale GEBIS Monastery”?

SUMMARY


Even fraudulent business plans need to do their ‘due diligence,’ and it seems that both the nuns and monks missed the boat on the key “gift and consolidate” phase of their land acquisition land fraud plan.

I wonder if it was the IRAC investigation that’s underway, as well as a federal RCMP investigation, that sparked this move to get a permit to further expand with more construction, perhaps worried that a possible “cease and desist” order might soon come their way, or that they be made to relinquish land, something that would seriously upset long-term plans for that land now residing in individual names, especially land lots adjacent to the monastery.

Given that they simply couldn’t submit an application for that building without first owning the land….well, here we are, and in my opinion they have now completely exposed themselves with this move by putting this fraud on the agenda of a public meeting where residents can intervene, share information, and ask questions.


GWBI, the nuns, are in the very same situation by he way, with tons of lots that I’m sure they consider “their land” still in the names of individual students, family members, and of course student nuns.

The nuns have been clever enough to not do any consolidating lately that would attract unwanted attention to these prior land purchases and gifting transactions it appears; however, the evidence is pretty clear that further gifting and consolidating will happen down the road, if we give them the chance.


There’s another angle that needs to be mentioned here with this business of “gifting” land regarding lands in individual’s names that B & W says it has no connection to.

The fact is that a good number of these properties, especially the ones with buildings, are now being used by GEBIS and/or GWBI. such as the GEBIS library that has been constructed on land owned by an individual monk: Hong Yah Shen.

No different with the nuns using individual’s properties, as was admitted by Venerable Yvonne to the Standing Committee, October, 15 2020.

As far as B & W is concerned, it may not even matter if properties remain “anonymous” for the time being,  presenting as official documents showing individuals as the owners.

Consider the CBC article where the Planning Board Chair, Anne Van Donkersgoed, stated that there are no plans to increase the current institutional zones to include more of the land owned by Buddhist organizations.

That may be true in her mind, but it may also be unnecessary if the lands that she says are totally separate from the organizations submitting building permits [because they’re in the hands of individuals in those buffer zones] are either:

(1) being used now by B & W. or;

(2) will be used and/or transferred, if the same grand-scale pattern of gifting holds, and B & W are not stopped. If not, you’ll eventually see it being transferred and gifted to B & W or one of its numerous subsidiaries.

What’s especially surprising to hear from Ms. Donkersgoed is that’s she’s apparently aware that they own land immediately outside the institutional zone:

If the IRAC investigation wants to uncover the truth about this business of ‘gifting’,  they will need to “follow the money”.

If they do, I’m sure they’ll find that B  & W corporation is behind every one of those land transactions.

I know for a fact that the RCMP are in PEI interviewing people now, interviewing people, as I write. 

Both the federal RCMP, and IRAC’s special investigation looking into both direct and now indirect connections, as well as “beneficial ownership,” both have the authority, mandate and powers to do exactly that: FOLLOW THE MONEY. Let’s hope they do.
