PART 1: THE HICKEN APPEAL
PREAMBLE
This “Part 2” episode was SUPPOSED to be a comprehensive critique of a decision made at the Three Rivers Council held on Monday evening, March 10, 2025, where all but 2 councillors voted to approve a building application for permits submitted by a subsidiary of Bliss and Wisdom Inc., a non-profit organization of Buddhist nuns incorporated here in PEI (and elsewhere) as the Great Wisdom Buddhist Institute (GWBI).
That application should never have been approved, for many different reasons, any single one of which being substantive enough in its own right to justify not approving the building application.
Considered together, what comes to the surface are serious questions about why the approval happened when it should not be happening; and more importantly, who the key players are who are pushing forward in support of Buddhist building ambitions, and why now?
The situation is actually MUCH worse than you even might imagine, so let’s dispense with speculation and resolve to come to know, understand and confront the truth!

The material that I’ve been accumulating for this planned “part 2” is now voluminous.
I fear that if I try to put it all together into one article/post, as initially-planned, it’ll be big as a book.
Who has time to read a book these days?
So here’s the deal.
I’m going to give you a “heads-up” outline (in this relatively short article) of what I’m planning to publish with this “Part 2” material in coming days/weeks.
I’ll be breaking that material up and organizing it into separate episodes, each with its own focus, but all being directly-related to the decision ALREADY made by Three Rivers, as well as the decision SOON to be made by IRAC.
Given the “time-sensitive’ nature of this ongoing, dynamic and incredibly important political process that’s currently unfolding in PEI, one that will ultimately decide the fate of Eastern PEI with respect to the Buddhists and Bliss & Wisdom’s TRUE Master Plan (which has never been made public), then this information that a number of “whistle-blowers” and/or insiders have been inspired to entrust to me for the purpose of making public, trusting that my intentions with this research and publishing are good, then how can I say “no”?

Given recent events related to this matter of Buddhist expansion and municipal approval for same, it makes a lot more sense to break up the material and publish chunks now. Some of it may be useful now, but useless later, if made available in time.
“In time for what,” you ask?
A resident of Three Rivers – Charlie Hicken – has launched an Appeal of Three Rivers Council’s approval of the building permits submitted by the GWBI nuns at IRAC.
I contacted the administrative person responsible for scheduling appeals at IRAC earlier this week and was informed that no date has yet been set for the Hicken appeal.
When a date is set, it’ll be posted on the website, along with all documents submitted by each party, some of which are there and available for viewing or download now.
“Betrayal” is a strong word. But if the shoe fits…
When a process that is designed to ensure that the truth is known, transparently, so the will of the majority of the residents under the control of Municipal council fails, when the clear “will of the people” is set aside by the majority of councillors in favour of other interests, often interests that are not clearly identified of other people than the “local residents” being served, a betrayal happens.
I believe that the evidence now available to me will show that’s exactly what we’re dealing with with the approval of the building permit submitted to Three Rivers Council by GWBI on March 10th, 2025.
That the permit application was approved without any urgent need or clearly, legitimate reasons justifying such a decision under all the circumstances (that’s stuff for further articles) DEMANDS that the illegitimacy of the decision be exposed.
Otherwise, things will not be set straight with respect to what has already transpired with the Buddhist nuns in Eastern PEI, nor will a course be set for the future based on open, honest, and truly democratic municipal governance in Three Rivers.
WHAT TO EXPECT WITH THIS “SUB-SERIES” ON THE HICKEN APPEAL
In Part 1, I deferred a thorough discussion of exactly why the decision made by the majority of Three River Councillors is not only wrong, but extremely revealing of things otherwise hidden, making manifest some of those “other interests” I alluded to previously.
That approval is massively perplexing on the face of it, given all the concerns and “unknowns” that were pointed out at the March 10th meeting to the Councillors.
To make such an enormously-impactful decision under such circumstances, on the eve of a major IRAC investigation into land holdings of GWBI, smacks of unstated “influence,” and does nothing to dispel suspicions and speculation about who the majority of councillors may secretly be serving.
Those suspicions were fuelled by the obstinate refusal on the part of the majority of councillors to give ANY credence or consideration (even acknowledgement that valid issues were raised) to a number of very legitimate concerns brought forth in the course of the meeting by a number of citizens intervening with 5 minute presentations.
Nor was any response provided by those councillors voting in favour of the permits to two (2) of the Councillors who ALSO raised concerns during the meeting on March 10th, when the GWBI building permit was discussed prior to the vote and approval.
The refusal to give a respectful and intelligent response to those serious concerns clearly showed hearts and minds set on something other than ensuring the will and best interest of the community!
For those reasons, this decision represents a betrayal, on a number of fronts.
I therefore intend to address not only the technical, regulatory and legal aspects of why this decision is a very bad one in future articles, but also one that was in contravention of:
- The implicit Code of Ethics upon which Municipal governments are expected to base their adherence to democratic process,
- The Assessment of the Evidence and facts that are materially-relevant to the particular decisions they are making, and
- The provisions of the Municipal Act and Regulations – both the “letter” expressed in words, but more importantly, the “spirit” and intention behind those words and provisions.
Really suspicious timing
This decision giving the go-ahead to further Bliss & Wisdom Buddhist expansion in PEI happened as the Island Regulatory & Appeals Commission begins an investigation into this corporate web.
The timing itself has all the hallmark characteristics of a “Municipal political maneuver” – such as happened with ex-Premier Denny King making his very last act as Premier the appointment of his Principal Secretary, a Cox & Palmer Senior Partner, the CEO of IRAC, before then high-tailing it to Ireland, where you’d be more likely to locate a Leprechaun carrying a pot of gold than Denny. However, he may be soon called back for legal reasons, if things unfold the way they should, but that’s another story.
I personally think that it’s the hired guns working with the Buddhists now for years – with their crafty “legalese bullets” – who are mostly behind this betrayal happening in Three Rivers.
Lawyers and the administrators at Three Rivers Council. A CEO with close ties to the Liberal government [Ewan Clark was once the Leader of the PEI Liberal Party] who have gotten friendly with both (1) provincial government officials, and the (2) Buddhists, meeting them no doubt regularly on their proposed site, talking nice about diversity, etc.
But why really?
What’s behind it all?
Brace yourself.
These people, unelected, lawyers and planners and administrators, are quietly working to support and advance what the provincial government [and IRAC] know about, BUT THE PUBLIC DOES NOT KNOW ABOUT, which is the true MASTER PLAN for the Buddhist nuns.
I can’t say whether Three Rivers Councillors have ever seen the real plan, but likely not, because it is neither (1) the one that is being discussed in the HICKEN APPEAL AT IRAC; nor (2) reflective, accurately, of WHAT HAS ALREADY BEEN BUILT by the nuns!

The documents with the plan apparently under consideration by Three Rivers in their deliberations have been uploaded to the page for the Hicken appeal, and on the front page of a couple of hundred page submission by Three Rivers, you’ll find a name that I think takes some of the confusion away, helping to explain why this approval happened when and how it did.
A CLASS “A” CONFLICT OF INTEREST
Even before the Buddhist nuns, GWBI, put a spade in the ground back a decade ago or so, it was EWAN CLARK who attended those Brudenell council meetings representing GWBI.
In 2015 with that first mysterious “investigation” IRAC allegedly did that included GWBI, and for what the evidence I’ve obtained clearly shows – which I’ve published in several articles with supporting documents obtained from insiders/whistleblowers – was fraudulent activity by the nuns.
That fraud not only included lies and deception about their business dealings and connections, and attempts to circumvent both the law and the Order IRAC issued to them to cease land purchases, i.e., when it came to the attention of then IRAC chair Scott MacKenzie that a corporate, senior director had paid, with cash, the property tax for multiple Buddhist corporate entities claiming to be “independent” from one another and not subsidiary to Bliss & Wisdom Inc..
Nothing ever became of that investigation, thanks largely to the Island law firms representing the interests of various corporate entities owned by Buddhists that were under investigation at the time, including COX & PALMER lawyer Ewan Clark, who was clearly the “point person” for the firm being in the Montague Office, and having that LONG history of being their “go-t0” legal counsel.
It was Clark who was notified that the IRAC had decided to quietly “end” the investigation against the Buddhists penned by Stewart McKelvey Lawyer, Jonathan Coady:

So you can imagine my shock and dismay when I opened the document posted on the Hicken Appeal page Three Rivers had submitted in response, and saw this:

Are you kidding me???!!!!
Not only is IRAC now completely under the watchful eye of Cox & Palmer law firm, with King’s former Cox & Palmer Senior Partner Principal Secretary, Pam Williams, and Key Insider Kerri Carpenter (also a Cox & Palmer lawyer) running IRAC, but the KEY LAWYER in the law firm supporting and defending the Buddhists for years, including GWBI, EWAN CLARK, is representing Three Rivers Council…as well as other municipalities in the area according to the following bio!!
SUMMARY
This episode really only had 3 purposes:
- To provide information about the Appeal of Three Rivers Council’s decision that has been filed at IRAC and how you can access the docs if you’re interested;
- To provide information about the CORE conflict of interest with EWAN CLARK/Cox & Palmer representing Three Rivers Council in this appeal, and;
- To explain how my promised “Part 2” on how a strategic way for residents to take control of their own destiny is now going to be stretched out in a series of episodes, with the next few focussing on why IRAC should rule in favour of Charlie Hicken.
This article was also meant to set the stage for what’s to follow in the coming weeks, hopefully…(I’ve got a lot of other work happening as well).
If I can find the time, I intend to eventually map out in more precise detail all the evidence showing that what is indeed happening behind all the pretense is a horrid hoodwinking of humungous dimensions. When that is done, my strong claims (without all the evidence) in this article will be justified.
As is my usual custom, I intend to lay that evidence out systematically, with supporting documentation, peeling back the hood a hair hopefully and leaving a body of material that will hopefully be of some use to those working to hold high the truth to regain democratic control of their own land, community and destiny!

Before getting into the more “shocking” stuff [for example, how the MASTER PLAN under consideration by Council and put into evidence that was just submitted to IRAC on April 10th by Three Rivers/Ewan Clark is NOT the same GWBI MASTER PLAN presented to IRAC and Executive C0uncil way back when that first investigation was happening in 2015, one that was NEVER made public] my next episode will focus on the interventions of 4 different presenters at the March 10th mtg., local residents giving their councillors – in a brief 5 minute allotment – reasons why they believed the permit should not be approved.
We’ll look at how the council responded, then go from there.
