WILL PREMIER LANTZ HONOUR HIS OWN “ACCOUNTABILITY PLEDGE” WITH EGAMING?
PREAMBLE
It’s been 10 years almost to the day since Rob Lantz, then Leader of the PEI PC Party, took it upon himself to make “integrity” and “accountability” the central issues in his first election policy platform in his bid to become the Premier of the province.
Let me rephrase that slightly.
More accurately, Lantz made those two marks of personal character the core ethical values forming the very foundation upon which all other issues, policies and programs would be based, evaluated, and ultimately, judged as having been morally “good”.
Lantz called for a radical “culture shift” within government.
The times certainly called for it!
Liberal government corruption was the dominant theme running through political discussions on all issues at the time.
The insufferable smell of corrupt governance was always there of course, but it was usually ignored by Islanders caught up in the web of patronage. But over the years, that foul odour had grown ever-more pungent and intolerable, accumulating like an unmanaged manure pile, wafting FAR beyond our own quaint Island shoreline.
Successive Liberal terms under Robert Ghiz and Wade MacLauchlan offered Islanders and bloggers like me a myriad of examples of liberal corruption, but the two huge corruption cherries forming the apex of that democracy-destroying dunghill built on deceit (both issues, by the way, getting significant national attention in 2014-15,in the Globe & Mail but also in other media, presenting “Anne’s Land” of decency and delightful decorum in a different, dimmer light to the world = the “banana republic of the North”), with those two issues being the provincial nominee program, PNP and Egaming.
In this article, I want to show how that context played into Lantz’s bid for both the PC Leadership, then his run to be Premier.
In particular, how it influenced what he said publicly in both the PC Leadership race and the subsequent May, 2015 election.
The objective in doing this is twofold:
(1) To make it clear to Lantz that his time is NOW – that the corruption in government robbing Islanders that he called out so passionately 10 years ago that was creating that culture of corruption he planned to remove has WORSENED during the past 6 years under Dennis King.
That’s hard to admit, when you’re dutifully following all the protocols regarding “thanking and praising” the outgoing Premiers who resign suddenly leaving for you an empty Premier’s chair…but this was way over the top, Lantz’s first reach-out to the membership. We needed a “Things are going to be DIFFERENT” message, not this fakery:

If he believes that, then he’s badly misinformed about King!
If he doesn’t believe it, and he’s saying what he knows he is “supposed” to say….then he’s shovelling into the same pile of manure as Denny and I’m wasting my time trying to remind him of what he said, of who he told us he was….he’s gone, we lost him…no Nostros.
It concerns me GREATLY knowing that it was essentially the same “Insider team of players” supporting Lantz in 2014-15 who later “hand-picked” Denny and put him in the Premier’s chair in 2019 however. and if you’ve read my other articles, you know their names.
Is the “Accountability man” now supportive of the continued criminal cover-up of egaming corruption King orchestrated?
Does he endorse King’s refusal to bring that matter to its logical conclusion in the interest of openness, government transparency, and justice for those being persecuted by the government’s lies and deception, especially Paul Maines and his family?
(2) The second objective of this article is simply to give you, the reader, a better sense of “what’s really going on in PEI” – something substantial to chew on regarding who the real Rob Lantz is as well. Or more accurately, who he will prove to be on a “go-forward” basis. The key question: “Will Lantz honour his own accountability pledge he made…something that should “mark a man ethically” and not change, despite the passage of time, proving to be the person now who he told us he was when he sought to be our Premier 10 years ago, or did he get rid of it, like a sobered-up teen would remove a gaudy tattoo burned into their skin “for life” the night before?

ere is a word in Greek that describes a recurring motif in the epic body of literature all about myth and adventure (I used it already): Nostos.
It’s when the hero returns EXACTLY 10 years after departing to “save the day,” when all thought him long-dead!
Fun fact: It’s actually where our word “nostalgia” comes from…that same “longing for what was within grasp, but lost”!
The preeminent example of Nostos in Greek Mythology is of course Odysseus, the king of Ithaca, who wanders for that mandatory 10 years before finally returning home after also fighting 10 years in the Trojan War.
Lantz could be PEI’s modern-day NOSTOS, and God knows, we definitely need an EPIC HERO to do exactly what he aimed to do 10 years ago….indeed, more than ever!
I high-lighted the most appropriate “Nostos” goal for our current context: “Completing tasks to rebuild a hero’s Character”.
I want to revisit the passion with Lantz’s push for government accountability 10 years ago before finding himself unfortunately wandering in the political wilderness for 10 years, but he has returned (though thought long-dead), hopefully, to rebuild the hero’s character he was about to launch for the good of Islanders until that got abruptly ended with the loss of his own seat in the 2015 provincial election.
IT WAS BAD UNDER LIBERALS – IT’S SO MUCH WORSE UNDER THE PCs!

Duncan McIntosh, Wade MacLauchlan, Sherry Huang, Frank Zhou
Eight years of Liberal governance starting in 2007 had entailed an unprecedented level abuse of an Federal/Provincial Immigration Agreement and Program that could have helped PEI as a province with sensible skilled workers, young-farmers, etc. type-programs, but it was completely corrupted for the selfish ambitions of those in power and their friends and family.

MacLauchlan and his partner Duncan McIntosh were both in real deep with the Chinese Businessman Frank Zhou, who was doing trade missions regularly for PEI, but not only as a business person himself, also the “guide” – trips with Ghiz, MacLauchlan and even federally with Trudeau.
Paul MacNeil, the publisher of the Eastern Graphic where the contentious Buddhist issue is now ripe, apparently is writing that there are no connections between the CCP and Buddhists, and recommending people read a recent article by Ian Petrie, which MacNeil claims finds NO EVIDENCE of any connection with the CCP. I don’t know why he would say that Petrie makes that claim in his article when he doesn’t actually make such a claim.
I’m not going to speculate on why MacNeil thinks there isn’t a connection, but in the face of overwhelming evidence to the contrary, for some reason, MacNeil choses to believe the antithesis, for which there is no evidence, because it is not true.
I wonder if he still thinks the nuns (GWBI) are independent from Bliss and Wisdom Inc., after years and years of insisting, promising, stating, claiming, criticizing others saying differently, etc., NOW THAT KERRY CAMPBELL WITH THE CBC HAS SQUEEZED THE TRUTH OUT OF THE NUNS, but then Campbell totally-screwed up in his own reporting, whether deliberate or not I can’t say, but what a blunder to call Bliss and Wisdom a MOVEMENT!!!
Bliss & Wisdom Inc., is a powerful global corporation with equally global and powerful directors, as you will see clearly if you read what will be my next Monkileaks – The Sequel episode.
This is from Kerry’s piece (See: “Calculation of Buddhist land holdings could lead to better enforcement of land limits, group hopes,” March 6, 2025):
“Both groups also say their land holdings should be counted separately, and not combined as part of the larger Taiwan-based Tibetan Buddhist movement called Bliss and Wisdom, with which both are associated.”
Is there a connection?? Let me cite a few words from scripture to create a Catholic metaphor that just popped into my head (and I’m sure has never, ever been used before but seems entirely appropriate) to describe that connection: Jesus to his Disciples: “If you have seen me, you have seen the Father!”
MacNeil obviously doesn’t understand the history with Zhou, the Chinese, the Buddhists, and all the connections with government.
He should know that Zhou is the person who CHOSE – as an appointed intermediary – all the people from China and Taiwan coming into North America via PEI: THOUSANDS AND THOUSANDS – including those first “founding Buddhists” that came many years ago.
Zhou’s connection with the powerful “Insider Club” in PEI is what you would call “entrenched”.
However, it is largely “invisible” as well, i.e., you won’t find his name in government documents.
He’s also entirely entrenched with Xi Ping and the CCP, of which he speaks proudly, having received (with his wife, Sherry Huang) a personal invitation from Xi Ping to a celebration in the “Great Hall” of 70 years of CCP rule.
Zhou has not only been virtually the sole arbiter and conduit for Chinese immigration into Canada and North America via PEI for the past 2 decades, he has been a source of economic activity and development for select individuals and entities with vast resources at his disposal.
He – and/or his wife – own a suite of businesses, including his flagship of integrated corporate entities, Sunrise Group.
The following is from Zhou’s Sunrise Group website:
“The Sunrise Group serves the needs of Canadian and Chinese businesses and governments with over one-hundred employees in the following business units located in Atlantic Canada, Toronto, Vancouver, Beijing and Shanghai: Sunrise Innovation Sunrise Consulting Sunrise Expo&Trade Sunrise Logistics S.M. Capital Management. “Sunrise Group, led by Frank Zhou, is narrowing the divide between two very different commercial markets: Canada and China. Sunrise Group’s success is showing ‘how it’s done’ – capitalizing on the Eastern and Western market places.” – Canadian Industry Online (December 2012)”
Zhou has also been the high-rolling “corporate/political” liaison facilitating China’s Belt and Road initiative in North America, which I’m sure he’s found exceptionally easy to do until very recently, having tons of capital at his disposal to make offers and deals with Insiders.
Insiders including Premiers, both Ghiz and MacLauchlan, and MacLauchlan’s partner, Duncan McIntosh, etc.
PC Minister in the Lantz government, Hon. Steven Myers, called out Wade MacLauchlan in the House for his conflict of interest from dealings with Zhou with his business dealings with Frank Zhou in China.
Frank Zhou is also mentioned in the lawsuit against Dennis King et. al. – which is still active, but on hold while the Major Crimes Division of the RCMP completes a criminal investigation into Denny King et. al. and the whistle-blower, Jeffrey Warren Reynolds.
Alleged communications involving him appear as attachments in the court filing from Maines, allegedly sent from Jeffrey Warren Reynolds, the “whistle-blower” claiming that Zhou was involved with the “off-the-books” Gamsys online gambling scheme being commandeered by King, the issue at the heart of Maines’ lawsuit, where all communications were allegedly using non-government emails.
Zhou claims to have A BILLION dollars in his back-pocket to lend!
THE PC 2014 CALL FOR A PUBLIC INQUIREY INTO PNP
The PNP program was being intentionally abused badly for selfish reasons by local politicians, but also providing a “doorway” for wealthy Chinese immigrants into Canada (and then for some, the United States) through what is best-described as a fraudulent “passive investment scheme”.
That scheme had additional built-in, upfront “payments” to local accountants and businesses ($50,000 for what was essentially a “Template” business plan that could be put together in an hour!), and convenient “fines” of hundreds of thousands of dollars for “breaking the PNP Agreement” with the province, from which the liberal governments pocketed many hundreds of millions over the year.

The interim leader of the PC party at the time, James Aylward had joined the leader of the Greens in calling for an investigation into this well-orchestrated and completely corrupted cash cow for the Liberals that been continuing to provide very bountiful, continuous flow of milk from those “default payments”.
When the province learned the Feds were shutting things down, they scrambled to put full resources into processing as many people form China as possible in the window of roughly 6 months before shut-down. Hundreds!! So when it did close down, those “approved applications” and default payments continued to be processed for years.
Clever bunch, eh?
What about egaming corruption and cover-up?
Egaming was not really “in the public eye” like PNP in 2014.
That all changed in early 2015, with the national revelation of the intricate egaming scandal in PEI, which was provided to the entire country and world in a Globe & Mail article destined to have major impact and consequence for PEI politics and the scheduled election in early 2015 called by Wade MacLauchlan.
Before that national shocker from the Globe illuminating significant parts of the story being covered-up and denied (or what had been totally kept secret and just ignored in the narrative, despite its central significance) was published in February – we’ll get to it in a bit – Premier Robert Ghiz had already jumped ship.
That apparently happened a day or two after he learned about; (1) the impending lawsuit against him and the province et. al, and, (2) the Globe & Mail article.
But who knows the full spectrum of reasons and thinking in the head of corrupt politicians when they decide to get out of town, with a vision of corporate sugar-plums fixed in their heads, having many such suitors after having proved where their true loyalty was while in public office.
They say they serve the people, but they act for different interests with different bosses; king-pins in the economic world able to provide a means and manner of living after a term in public office that’s a tad bit on top of what we Islanders can afford to pay our elected politicians.
When you’re really serving those “other bosses”….well, it catches up with you with rotten deals – remember Ghiz’s Bell deal (he almost immediately went to work for them, and all the other corporate wireless giants).
While Ghiz was exiting, and McLachlan was getting ready to do battle against the truth in defence of the indefensible, with his giant reservoir of words that he nonetheless can only issue with the pace of a turtle and the drawl of a half-drunken debater.
H0wever, as you’ll see in a short clip from Steven Myers calling him out for his business dealings with Frank Zhou, all Wade’s legal expertise and diplomatic eloquence looked pretty darn ridiculous and pharisaical in the face of the HARD COLD FACTS, backed up as they were with documents that Myers had obtained through FOI, proving many things in the “corrupt and covered-up” category, including government’s full knowledge of an intentional breach of the Memorandum of Understanding (MOU) signed with CMT/FMT by the Ghiz government.
Premier MacLauchlan doesn’t even pretend he heard the question in his response, but there were days and days of Question Period with PC MLAs screaming things like, “You broke the MOU…you KNOW you broke the MOU”.
This example is about a “Big lie,” filed in Court with the government’s Defense, a lie has never been corrected or changed to this day with the PCs coming into power under King, by the way Myers!

If there was a “dark ethical cloud” hanging over the egaming issue with all the denial of truth and justice 10 years ago under the Liberals, much of which was identified and proven by your current team, and it was – and remains – criminal.
It has in fact intensified, worsening exponentially for the past 6 years under King, and you, Premier Lantz, must surely be aware, but say and do nothing about it despite being now able to do so as Premier….what does that make you Premier Lantz?
A criminal?
A coward?
At a minimum, a man who mocks his own publicly-stated pledge to act ethically, honestly, openly, and for the good of the people?
You decide.
If you want more examples of behaviour that can not be simply FORGOTTEN by anyone claiming to be ethical, I am happy to provide you with a long list of proven corruption and disdain for the laws and principles of our democracy by the government you now lead, if what I provide in this article falls short of what you consider the “bar” demanding change.
Read the sworn testimony of Brad Mix in his Discovery in the egaming lawsuit as a good example of said “corruption” exercised via lies and cover-up that orchestrated. Jonathan Coady said NOTHING about his knowledge obtained prior to that date that Brad Mix (or someone he gave his password to) had deleted all those records, but he and Mix pretended for the official sworn, court record that all records “materially-relevant” to the action had been provided.
Another critical and ‘key’ detail provided to the Special Committee on Records by the Senior ITSS witnesses, was that Risk Management had indeed informed Jonathan Coady in 2015 that Brad Mix’s email records had been deleted:
There has been rampant deletion of egaming records within the PC King government. I’ve been at this a long time and never seen anything so blatantly WRONG….I’m lied to routinely, because even when it’s found out in an investigation, there’s no penalty for them…I just get my $5 fee back (NOT JOKING).
Is that the FOI system you promised under a PC government Premier Lantz?
The lies in the key Brad Mix email deletion fiasco were exposed, and that corruption was PROVEN by an investigation by the former Information Commissioner, Karen Rose, which then lead to a Special Committee on the deletion of government records, where all the members from all three Parties heard unequivocal evidence that BRAD MIX (or someone who he gave his password to) HAD DELETED deliberately with foreknowledge, through a planned, series of steps after log-on, all the records in that critical 2-year period (2010-2012), when working on the FMT (CMT) project. He denied even knowing about FMT (the subsidiary of CMT formed upon request by the PEI government to have a “local” company) in Discovery, asking what the letters meant.
Then I obtained an obscure chart in a pile of documents in a FOI that blew that lie out of the water. Brad Mix had “FMT Project” on his list of active projects, with an appointed chair and two members, one, Paul Jenkins, the sole director of FMT at the time.

Again Hon. Lantz, are you o.k. with this level of corruption that is known by your government, yet is being fully tolerated, with nothing of it being addressed?
Brad Mix remains at his desk…CHIEF CORPORTE RECRUITER FOR PEI…one of the most unknown, yet powerful positions affecting this province!
The egaming cloud has become much darker over the past 10 years, especially with the double-cross double-down by the PC King government during the past 6 years.
That’s where we’re at…deeper in debt, buried in secrecy and a total lack of accountability in this PC government.
Now back to where it all began for Lantz.
2014-15 PC Leadership Race
Lantz seized upon the egaming issue as his flagship example of all that was wrong with the Liberal governance style – hot button issue as it was in early 2015.
The Globe article came out the VERY day before Lantz was declared PC Leader. Aylward, as Interim Leader, had thrown his hat in the ring for the PC Leadership race nonetheless, it was Rob Lantz who ended up coming out on top.
Aylward chose not to focus on purging government of self-serving corruption – despite his recent call for an inquiry into the PNP – but took a different route:
Among his priorities, Aylward said he would focus on affordable and accessible health care, protection of environment, innovation and less red tape for small business.“ Fiscal responsibility is a major priority in my campaign,” he said. “Tax dollars are your dollars. It is time those dollars are spent wisely.” [See: “James Aylward Running for PC Party Leader,” CBC, Dec 08, 2014].
Lantz, on the other hand, spoke openly and passionately about egaming, even writing a letter directly to Premier MacLauchlan specifically on the issue, using very strong language about a need for “ethics in government”.
He called for a total change in culture about what integrity in discharging service through leadership in government means. The point of all his said about it was of course to inform Islanders concerning how he would make it his absolute priority of to do what is honest, right and good.
Lantz promised to deliver what anyone would be proud to talk about to others , not seek to make “secret”. Things that spring from honest hearts with honourable intentions, hearts residing in bodies with eyes that will be able to look at themselves in the mirror with a sense of acted honourable after leaving public service!
That approach made Lantz leader.
And Lantz could have – but certainly DID NOT – soft-peddle, or in any way back away from radical turn to “ethical government” after securing victory speech.

Egaming takes Centre Stage on Lantz’s Ethical Accountability Platform
That victory speech was delivered on February 28, 2015, the VERY DAY AFTER Wade MacLauchlan was appointed Liberal Leader and Premier.

It’s impossible to know with certainty whether Robert Ghiz (the only Premier to resign leaving NONE of his own records) left because of egaming.

It’s possible to say with certainty that the former head of both a law school and University – McLachlan – was the man to stick-handle the Liberals through the coming barrage of attacks and challenges with egaming.
It’s certainly not surprising that Rob Lantz hooked his tether to the egaming issue in the 2015 spring election campaign, making it the KEY example of what was wrong with government, i.e. what he was promising to change with his accountability platform.
With respect to how he would handle egaming, he promised to put all the documents and information “on the table” for the public to see, once and for all.

Furthermore, he promised to have a Public Inquiry to have it made known exactly what happened with the entire egaming fiasco, and who may need to be held accountable for wrongdoing.
He even wrote to Premier demanding action be taken BEFORE the election, calling for all documents to be made public:

But his strongest words pledging an accountable response to egaming came when he got a National headline in the Globe & Mail, who I’m sure were eager to do a “follow-up” after their big=splash piece in February. I’ve put in some of it where Lantz comments on egaming:
“Prince Edward Island’s Progressive Conservative Leader Rob Lantz has vowed to overhaul a culture of secrecy in government if islanders hand his party a victory next month.
In unveiling the Tory platform Tuesday, Mr. Lantz reiterated his pledge to create a Royal Commission on Accountability in Government. The commission’s mandate would be to investigate an online gambling scandal revealed this year in The Globe and Mail, as well as the troubled immigrant investor program.
Ever since The Globe published an investigation into PEI’s doomed online gambling venture in February, the issue has dominated discussion on the island, Mr. Lantz said in an interview. The controversy came up again and again when he was door-knocking with a candidate in the riding of Vernon River-Stratford on Tuesday afternoon, he added.
“There are so many unanswered questions. There are allegations of conflict of interest and frankly a perception by the public that government has been systematically corrupted,” he said. “There’s been a series of scandals that have rocked the whole province. This government has lost the trust and confidence of the public.”
LANTZ’S “ACCOUNTABILTY PLEDGE”

Accountability was the core of Lantz’s policy platform. Consider, for example, the following two promises:
Freedom of Information and Privacy Commissioner: A Rob Lantz PC government will reduce future backlogs by making public information more publicly available. It will increase resources to clear the current backlog. The Act will be expanded to include municipalities and post-secondary institutions. The practice of political interference in FOIPP requests by the Premier’s Office will be ended.
Accountability Pledge: All candidates will sign an Accountability Pledge, detailing the standard of conduct expected of all MLA’s in a Rob Lantz PC government.(See: “PC Leader and Candidates Sign pledge, “March 31, 2015).
The pledge states, among other things, that candidates will “manage personal affairs and public responsibilities in a manner that reflects the highest ideals of public service,” that they will “do what is right, not just what is easy or politically advantageous,” and they will “manage public funds carefully and ensure they are used only for the public good.”
“EXPEDIENT” PROMISES VS. PROMISES MADE WITH SINCERITY
When it comes to making “ethical” promises for governance, the custom is for politicians (or “would-be” politicians in election campaigns) to wait for a challenge, then respond with, “If I’m elected…” They don’t usually “lead” with ethics, or answer questions like, “What is the most important issue in your platform?” with words like “accountability”.
Rob Lantz was absolutely sincere when he spoke to Islanders during that “one-time” opportunity to speak to all Islanders – during the CBC debate.
There are a thousand ways to say, “I promise to…” so I’ve taken the time to give you a snippet from (1) opening comments; (2) question on key policy; and (3) his closing comments, so you can hear it in his voice. I’m thinking that he’s thinking at the time that he will do what he is saying he will do; what do you think?
SUMMARY
10 years is a pretty-long time.
People change.
When Odysseus returned from his 10-year voyage on his way back home, he was recognized at first only by his faithful dog and a nurse.
After being reminded of what you stood for – what you CALLED OUT BY WAY OF CORRUPTION – I’m hoping you know that we would LOVE to see you identify as the Rob Lantz we remember, and not become unrecognizable, unsteady in the eye like you didn’t want to happen to you.
THERE IS NO EXCUSE FOR UNETHICAL BEHAVIOUR
There are incredibly important issues that need to be immediately. Whether Premier Lantz is thinking this way or not, he will have to address them when the Legislative Assembly (opening in a few weeks) demands a Throne Speech, and a BUDGET.
Those are usually the fruit of a “vision for the future” of PEI. Will Lantz deliver the vision of integrity and accountability he promised when the corruption was with Liberals and not his friends and Cabinet Ministers?
Will he honour his own “Accountability Pledge”?
WILL YOU NOW DO WHAT YOU DEMANDED FROM MACLACHLAN WITH EGAMING?
There are so many important issues on the table; in fact, that it would be more than easy for Lantz to never mention egaming – and he would have to do so voluntarily out of some personal sense of “moral mission” and commitment to personal integrity.
The opposition isn’t going to ask Lantz what he intends to do about the “dark ethical cloud” that has thickened and blackened substantially in the absence of the management of he issue he proposed and said was urgent 10 years ago.
It would indeed take the moral courage of a David advancing towards Goliath for Rob Lantz to, in his words: “do the right thing.”
Lantz may appear to have many easy “outs” from addressing egaming, or anything related to his “integrity and accountability” pledge, relying on a tired-old political responses that gets our leaders “out-of-hook” ( in their own minds) from having to act ethically, responsibly and democratically – which is difficult, and takes a lot of courage.
But there are NO easy outs for Lantz to embrace his own platform from days-of-old if he wants to avoid cover-up, collusion and corruption, so I want to end by taking a look at the responses you would be most-likely to hear from him if “egaming” was ever to come up and used by Lantz if the issue was ever to come up by chance in the House soon to open.
I agree fully with Political Scientist and UPEI professor Don Desserud, that Lantz can not take on a “care-taker” role:
To Premier Lantz:
For the past 10 years I, and others, have worked diligently to bring some of the truth out into the public eye on egaming. Of course this is to bring some justice and remediation to those victimized by all the lies and fraud, especially Maines and his family, but it’s also to address what you CORRECTLY identified needed urging addressing back in 2015.
As long as the government refuses to acknowledge the very truth it pounded the former Liberal government with, a culture of accountability is impossible.
“I think the public deserves, going into an election, after some of the ethical lapses we have seen take place in this government, to have all the facts on the table,” Rob Lantz
